Can I assume your IT0002 data does not account for country specific data?

 

Maybe you could put some though into changing V_T588M customizing to default standard screen 2000 for everyone, run your legacy and then back to original setting?

 

This way you would be consistent with your data, a general template for general data.

 

You might have validation error if you try to edit employees belonging to specific screen after your legacy, but you would have get the job done. Typically an error could be information missing in field xxx or incorrectly formatted data (Spain store ID and ID type under the same PERID field while France store there your SSN ID and GB your NINO number, specific country version processing specific data validation for the format).

 

Beware, IT0001 also have specific screens depending on the country version. Also both IT0001 and IT0002 have specific view infotypes attached to the primary infotype in particular country version (Brazil, Germany PS, Belgium, Belgium, Portugal, Japan, Hong Kong, China, Brazil, South Korea, Kuwait, Oman, Qatar ). So it is not only the screen number you have to take into account but the data feeding as well.

 

According to the way you are undertaking this legacy, it seems pretty obvious that your dealing with the data as if it is a global template with no particulars.

 

If you want to take into account country features then you have to go into different versions. That being said, your total number of legacies might be slightly lower than the number you are exposing. Maybe you can group EE according to country specific screens.

 

If you had an ABAPer or programming would been an option, you would find yourself in the same situation since batch-input data is "slightly" different per country specific setting. Of course you could stuck it under the same program or batch generation but you would have your abaper to insert IF statements all the way down to finalize your BDC data (that could actually end-up in a nightmare coding read).
