Are you able to elaborate on what you mean by a static Id as this can impact the solution?
My immediate thought would be to make it a Firefighter Account with a dedicated monitor. You may not get real time but you would get the logs and context as to why transactions have been executed.
Adding some creativity here, there might be another way to try to build a rule set for the access granted to this user and somehow use the Risk Alerts to send to the Monitor. Not sure what the impact would be to the rest of the user base and the frequency in which you'd send the alerts.
