Thanks for the field name. I just ran a report via SE16 in DEVELOPMENT and 00 was appearing for Plan Month for all employees. Then I collected the data again on just two employees (takes too long otherwise), ran the SE16 report again and now 01 appears for those two employees, while 00 appears for everyone else.
In PRODUCTION only two employees have anything in the PSMONTH field, and both have 00; these are two employees whose data was recently fixed and forms reprinted. Apparently when we originally collected the data on our employees to print their forms the PSMONTH was not being populated. Apparently the transport for adding the 01 has not been applied in PRODUCTION (or the person data was collected for those two employees before the transport was applied.)
Based on this admittedly small test, it looks like collecting the person data will be a required step, unless we are provided with the means to add the appropriate Plan Start Month directly to the XML file. (In our case that would be fairly straightforward because we have one Plan Start Month for all plans.)
