Hi Anil,
First of all make sure that your local PC can ping to the server hostname to the correct IP.
To access SUM URL you have to modify the icm_filter_rules in usr/sap/sid/SYS/global/security/data/.
Put # mark on each line and save it. After that restart you instance.
The next step is to run STARTUP to start SL Controller in /usr/sap/sid/SUM/ (make sure you run it as administrator if you are in windows). At the end of the line of SL controller it should be 'SL Controller Started'
To access SUM URL: http://hostname.domain:4239/
Click on GUI for SUM and open the sdtdsu.jnlp to launch GUI
Please let me know if you still can't access the SUM url
