With MRP type P2, system uses firming type 2 and the documentation of this firming type provides the information below:
Procurement proposals within the planning time fence are firmed automatically as soon as their date is at least one day before the end date of the planning time fence. No new procurement proposals are created automatically within the planning time fence; that is, the shortage situation is not adjusted within the planning time fence.
It means that any shortage within the time fence will not be considered, that means, MRP will not create a replenishment proposal to clear any shortage within the time fence. Therefore, the safety stock is not considered by MRP in this case.
I suggest you to use a different MRP type, such as P1 or P3, in order to have the safety stock considered.
