Hi James,
It worked and I have open the database now. Please see below how I did it(for other SCN user). 
Checking the patch:
Do it to SourceServer and TargetServer
1.) Go to <oracle_home>/Opatch directory using CMD or Powershell
2.) key .\opatch.bat lsinventory
In my case the target server does not have any patches.
